Houston Paint Recycling Center: Hours, Latex & Oil Paint Drop-Off

Choose the Right Houston Paint Drop-Off Before Loading Cans Into Your Car

Houston has more than one official paint-disposal route, and the correct site depends on the type of paint. Latex paint can use Houston’s BOPA recycling route at eligible recycling centers, while oil-based paint, stains, thinners and other hazardous paint products belong at an Environmental Service Center.

The most flexible City option is ESC South on South Post Oak Road, which currently accepts both latex and oil-based paint. Keep cans sealed, upright and clearly identified, and never combine different products to save space.

Sort before you drive
Latex paint Westpark BOPA or Environmental Service Center.
Oil-based paint Use an Environmental Service Center, not Westpark.
Stain / thinner Keep separate and use the HHW route.
Outside Houston city limits? Check Harris County eligibility before using Hahl Road.

Quick Answer: Where Can Houston Residents Take Old Paint?

For latex and oil-based paint, the broadest City of Houston option is an Environmental Service Center. ESC South at 11500 S. Post Oak Rd, Houston, TX 77035 currently operates Tuesday, Wednesday, Friday and Saturday from 8:00 AM to 5:00 PM. ESC North at 5614 Neches St currently operates the second Thursday of each month from 9:00 AM to 3:00 PM.

For latex paint only, Westpark Consumer Recycling Center at 5900 Westpark also lists latex paint under BOPA. Oil-based paint is specifically excluded from the normal Westpark recycling-center list and should use the HHW route instead.

Houston Paint Recycling: Choose the Route by Paint Type

The most common wrong trip is taking oil-based paint to a recycling center that accepts only latex paint. Read the can label before deciding where to drive.

Paint or Product Houston Route Important Rule
Latex / water-based paint Environmental Service Center or qualifying BOPA recycling center such as Westpark. Keep separate from oil-based paint.
Oil-based paint Environmental Service Center. Do not take it to Westpark’s normal latex-paint BOPA stream.
Paint stain Environmental Service Center. City currently lists paint stains/thinners under a separate 25-gallon limit.
Paint thinner / solvent Environmental Service Center. Keep in the original labeled container when possible.
Varnish Environmental Service Center. Treat it as an HHW-type liquid rather than normal recycling.
Nearly empty latex can City route or follow Texas dry-out guidance when appropriate. Only dispose in trash after the remaining latex paint is fully dry.

Environmental Service Center South: Best All-Around Houston Paint Drop-Off

ESC South is the most flexible City facility for household paint because Houston’s current accepted-material list includes both latex and oil-based paint as well as stains, thinners, varnishes and many other household hazardous products.

Facility Environmental Service Center – South
Address 11500 S. Post Oak Rd, Houston, TX 77035
Current open days Tuesday, Wednesday, Friday & Saturday
Current hours 8:00 AM–5:00 PM
Good choice when your garage cleanout contains mixed paint types: ESC South can accept latex paint, oil-based paint, stains and thinners within the City’s current quantity limits.

Use the official Houston Environmental Service Center page to confirm current hours and restrictions before a holiday or weather-related trip.

Environmental Service Center North: Limited Monthly Paint Drop-Off

ESC North provides the same type of HHW route but operates on a much narrower schedule. It is useful for residents closer to north Houston who can plan around the City’s monthly intake date.

Facility Environmental Service Center – North
Address 5614 Neches St, Houston, TX 77026
Open day Second Thursday of each month
Hours 9:00 AM–3:00 PM
Do not rely on “open now” map status for ESC North. The City’s current HHW schedule is monthly, not ordinary weekday business hours.

Westpark Consumer Recycling Center: Use It for Latex Paint, Not Oil-Based Paint

Westpark’s current accepted list includes BOPA: batteries, oil, latex paint and antifreeze. The same City page lists oil-based paint among items that should not go to the normal recycling center.

Facility Westpark Consumer Recycling Center
Address 5900 Westpark, Houston, TX 77057
Current days Tuesday–Saturday
Current hours 8:00 AM–5:00 PM

Bring latex paint

Latex paint is currently listed as part of Houston’s BOPA collection stream at recycling centers.

Do not bring oil-based paint

Oil-based paint is specifically listed as non-accepted at the normal recycling centers. Use an Environmental Service Center.

For a full Westpark visit plan, see the site’s Westpark Consumer Recycling Center guide.

Houston Paint Quantity Limits

Quantity limits matter because a homeowner cleaning out a few cans is different from a large renovation load or commercial project.

Material Current City ESC Limit Planning Note
Latex and oil-based paint 25 gallons maximum. Count total paint volume before loading.
Paint stains / thinners 25 gallons maximum. Keep them separate from regular paint.
Other chemical waste 100 pounds combined for the listed chemical-waste category. Do not bag chemical containers together as ordinary trash.
Large project warning: City resident HHW programs are not substitutes for commercial paint-waste disposal. If the material came from a painting company, contractor, school, church or business, use the business-waste route instead.

How to Prepare Paint for Houston Drop-Off

Read the label. Identify latex/water-based paint, oil-based paint, stain, varnish, thinner or another coating before choosing the facility.
Keep paint in its original container when possible. A readable label helps facility staff identify the contents safely.
Secure the lid. Make sure every can or container is tightly closed and not leaking.
Transport cans upright. Place them in a sturdy box or plastic tote so they cannot fall over while driving.
Separate incompatible products. Do not pour latex paint, oil paint, solvent, thinner or another chemical together.
Check your total quantity. Houston currently lists a 25-gallon maximum for paints at the Environmental Service Centers.
Confirm today’s facility schedule. ESC North, ESC South and Westpark follow different schedules.
Never mix household chemicals. Texas TCEQ specifically warns residents not to combine products because incompatible chemicals can react dangerously.

What if Only a Small Amount of Latex Paint Is Left?

Texas TCEQ says that when a latex paint can is less than about one-quarter full, residents can remove the lid and allow the paint to dry in a well-ventilated place. Once completely dry, the can may be placed in regular trash.

This dry-out advice is for small amounts of appropriate latex paint. Do not use it as a shortcut for oil-based paint, solvents, thinners, unknown coatings or a large volume of liquid paint.

Wet paint should not be placed at the curb with Houston heavy trash. The City directs household hazardous waste and wet paint to an Environmental Service Center.

Use or Reuse Good Paint Before Disposing of It

Paint that is still usable can often provide more value through reuse than disposal. TCEQ recommends keeping usable paint for future touchups or offering it to someone who can use it.

Keep for touchups

Store usable paint securely if you still need it for the same walls, trim or exterior finish.

Give usable paint away

A neighbor, family member or community project may be able to use paint that is still in good condition.

Check City reuse options

Houston has historically made usable household chemicals and paint available for resident reuse through ESC South programs. Check the current City page or call 3-1-1 for availability.

Do Not Put Wet Paint Out With Houston Heavy Trash

Houston’s current heavy-trash guidance specifically tells residents not to set out household hazardous waste, chemicals, fuels or wet paint with heavy trash.

Not heavy trash

Wet paint is not an acceptable curbside heavy-trash item.

Not ordinary recycling

Paint cans containing liquid do not belong in the City’s curbside recycling cart.

Use a controlled drop-off

Environmental Service Centers provide the appropriate City route for household paint requiring managed disposal.

Harris County Paint Disposal for Residents Outside the City of Houston

The Harris County Household Hazardous Waste facility is a separate program from the City of Houston. It serves Harris County residents who live outside incorporated Houston and do not receive City of Houston water, trash and recycling services or pay City taxes.

Facility Harris County Household Hazardous Waste Facility
Address 6900 Hahl Road, Houston, TX 77040
Tuesday & Wednesday 9:00 AM–3:00 PM by appointment
Selected Saturdays 2nd & 4th Saturday · 9:00 AM–2:00 PM
Appointment required: Harris County says residents must schedule an appointment before bringing household hazardous waste to Hahl Road.

Harris County Paint Rules

The County currently accepts latex paint, oil-based paint, varnish and thinner. Paint containers generally must be five gallons or smaller, and the County lists a 30-gallon limit for combined 1-gallon and 5-gallon paint containers. Quarts and pints are not included in that specific count.

The County says it does not accept empty paint containers or dried latex paint at the HHW facility.

Use the official Harris County HHW page to confirm eligibility and schedule an appointment.

Paint From Businesses, Contractors, Schools and Organizations

Household hazardous waste programs are designed for household-generated material, not commercial hazardous waste. Harris County explicitly says it cannot accept waste from businesses, churches, schools, nonprofits and other non-household entities.

Texas allows certain paint and paint-related wastes to be managed under universal-waste rules for qualifying non-household generators, but regulatory requirements depend on the generator and waste. Businesses should not copy household disposal instructions without checking their obligations.

Business route: contact an appropriately authorized hazardous-waste or universal-waste service provider. TCEQ’s Small Business and Local Government Assistance program can provide regulatory guidance when a business is uncertain how its paint waste is classified.

For current Texas business guidance, use the TCEQ universal-waste guidance.

Houston Paint Drop-Off Holiday and Closure Checks

Do not assume a facility follows normal hours on a City holiday. Houston publishes an annual Solid Waste holiday schedule and frequently issues facility-specific notices.

New Year’s Day: verify facility status.
MLK Day: Houston facilities were closed for the 2026 observance.
President’s Day: City facilities were closed for the 2026 holiday.
Spring Holiday: City facilities were closed April 3, 2026.
Memorial Day: City facilities were closed May 25, 2026.
Juneteenth: City facilities were closed June 19, 2026.
Labor Day: City Solid Waste facilities were closed September 7, 2026.
Thanksgiving / Christmas: always verify before loading paint.

Use the official Houston Solid Waste holiday schedule for current closure planning.

Before-You-Go Houston Paint Recycling Checklist

  1. Identify your jurisdiction. City of Houston and unincorporated Harris County use different resident programs.
  2. Read the paint label. Determine whether the product is latex, oil-based, stain, varnish or thinner.
  3. Use Westpark only for the correct stream. Latex paint is listed under BOPA; oil-based paint is not.
  4. Use an ESC for mixed paint types. Houston currently accepts latex and oil-based paint there.
  5. Count your gallons. City Environmental Service Centers currently list a 25-gallon paint maximum.
  6. Keep original labels when possible. Facility workers need to know what is inside each container.
  7. Secure every lid. Do not transport leaking cans.
  8. Pack upright. Use a sturdy box or tote to reduce spills.
  9. Never mix products. Do not combine leftover paints or chemicals.
  10. Check today’s hours. ESC North is monthly; ESC South and Westpark have different weekly schedules.
  11. Check holidays and severe weather. City and County facilities can close.
  12. Keep business paint separate from household waste. Commercial waste needs an appropriate business disposal route.
